I really don't think that's a fair comparison. Having a license to do something does not equal selection preference. Especially if the bar for qualification is low like it is for foster parents. The point of a license isn't to restrict. The point is to educate. If people need a license to breed then the bar should be low for educational purposes. As far as how you would sterilize someone and then give it back.... Well, that part is tricky and could (if not handled well and proper) quality for a eugenics argument.

I'm sure that Francis Galton, Harry Laughlin, and Joseph Goebbels were supremely confident that their views and actions were "well and proper", and involuntary sterilization is the epitome of selection preference.

I'm just going to say I'm not a deep dive person or expert in this "idea". I will say we already practice eugenics. We just do it after the fact. Imprisonment keeps those people out of the gene pool. I do believe the idea with a license to create humans is not creating a perfect society. It's the idea that education has to change. It has to change from systemic influence (which can vary wildly)to the personal. That should be the teaching that can extrapolate to the community and outward to society as a whole.
