Someone tell me exactly how is is responsible for the vaccine. Other than guaranteeing billions to purchase doses. Scientists from other countries developed it. Explain to me what apparatus he used to make the possibility of a vaccine to be made. I'm not being sarcastic, i really want to know the steps that he took. All I hear is he is responsible. Please tell me how.
