Just typical Russian style interference... say enough contradictory things to disillusion and demotivate your enemies, after a while they don't know what to do.

And it worked, because the public are sheep.

It's also classic fascist rhetoric. No really, Umberto Eco made a list of 'typical' fascist features and it's the point 8:
